Ukraine and the EU
CURRENT ECONOMIC RELATIONS BETWEEN Modal Verbs with Passive Infinitive and Perfect Infinitive. The European Union. Current Economic Relation between Ukraine and EU. *Task I. Get acquainted with the new vocabulary

*Task II. Give the equivalents to the following in Ukrainian: To conduct relations, partnership and cooperation, to come into force, to sign the document, the aim of the parties, to establish a free trade area, the most favoured-nation treatment, to be subjected to the discriminatory direct or indirect taxation, negotiation on the accession, public procurement, money laundering, to be renewable, the rule of law, court system, integral market, security policy, state legislation, to induce attractiveness, the system of taxation.
**Task III. Read and translate the text. The relations between Ukraine and the European Union are conducted within the framework of the "Partnership and Co-operation Agreement" (PCA) which was signed in 1994 and came into force in 1998. The aim of the parties to the document is to establish a free trade area between them. According to the Agreement, the parties grant to each other the most-favoured-nation treatment and the goods of each party should not be subject to discriminatory direct or indirect taxation. The areas, in which the co-operation will concentrate, are close to the chapters for negotiation on the accession with the candidate countries: - "industrial co-operation, investment promotion and protection, public procurement, mining and raw materials, science and technology, education and training, agriculture and agro-industrial sector, energy, civil nuclear sector, environment, transport, space industry, telecommunications, financial services, money laundering, monetary policy, regional development, social co-operation, tourism, small and medium-sized enterprises, information and communication, consumer protection, customs, statistical co-operation, economics and drugs" (Article 52 of the PCA). The Agreement is concluded for ten years to be renewable on a year-by year basis. Some progress toward Ukraine's entrance into European community has been achieved. In December 1999 European Council adopted "the European Council Common Strategy on Ukraine" In September 2000, the Program on Ukraine's integration into the European Union was signed. The program prescribes Ukraine's strategy in the following important areas: democracy and rule of law, court system, human rights, economic development of the country, internal market without boarders, economic and fiscal questions, foreign economic activity, foreign and security policy, education and youth, financial issues. The fact that Ukraine is a large transit country of oil and gas from Russia and other Asian countries to Western Europe takes not the last part in the economic relations between the EU and Ukraine. In November 2000, Ukrainian lawmakers approved a program to harmonise Ukrainian legislation with the European one. The program is aimed to induce attractiveness of the European economy in the eyes of investors. In order to be eligible for the EU membership Ukraine has to fulfill listed by the EU requirements which include holding of transparent parliament and presidential elections, mass media reform, fighting corruption, stability of legislation, the financial system and the system of taxation to EU standards.

The inflation rate can be lowered by shortening of government expenditures. 2. Ukraine can be excepted as the EU member in order to fulfill a list of prescriptions. 3. At the world market every government must be protected from foreign competition. 4. It is to assumed that the results obtained will change the economic situation for the better. 5. A great variety of goods had to be imposed to taxes. 6. This issue cannot solved by productivity increase.
**Task VIII. Translate the following sentences into Ukrainian paying to the use of Modal Verbs with Perfect Infinitive. 1. The manager of our firm ought to have paid all the income taxes. 2. The new equipment must have been supplied in time. 3. The import of some commodity should have exceeded the export. 4. The recent expansion in exports of manufactures may have been closely related to foreign investment. 5. This country must have relied on transfers of foreign investments in its development. 6. You should have taken all facts into consideration.
***Task IX. What’s Your opinion as to the participation of Ukraine in the European market? In what way will it effect economy? Give the examples of Eastern European countries participation?
